Utah lawmakers passed legislation
to bring the postcard reminders back.
On Monday, the DMV announced that they will send the postcards "at the end of April" to Utahns whose vehicle registrations expire in May.
To make sure the reminders are received in the mail, the agency asks Utahns to visit
to make sure their addresses are current.
They also encourage the public to sign up for email notifications instead (also at
dmv.utah.gov
), which would opt them out of the mailed reminders.
Doing so will help save tax dollars, protect the environment, and also provides these benefits, per the DMV:

Follow-up emails if you forget to renew
Improved protection of your vehicle information
Successful reminders even if you move and forget to notify the DMV

Renew Your Registration
Depending on the length of your current registration, vehicles are renewed every six or twelve months. As a courtesy, renewal notices are mailed out several weeks prior to your expiration date as a reminder. If you prefer your renewal reminder to be emailed, you may submit a request by visiting the DMVs Motor Vehicle Portal

You have several options when it comes to how you renew your registration. The most convenient method is renewing online, using

Renewing your registration is easy no matter how you go about it, and you only need a few things.

Note: To be an eligible public entity, all funding must come from government sources. Vehicles owned by constables, arts groups or any religious organization are not considered to be publicly owned.
No fee is charged for an exempt registration, however, the following requirements apply:
Exempt registrations must meet yearly emission requirements.
Exempt registrations do not have an annual renewal requirement and are valid until the vehicle is sold.

Ongoing Supervision
General Information
No-Fault insurance must be maintained on all passenger cars and trucks throughout the vehicles registration period if:
The owner/operator is a resident;
The owner/operator is a non-resident who operates a motor vehicle that has been physically present in Utah for 90 days during the preceding 365 days. Under such circumstances, a non-resident owner must maintain no-fault insurance while the vehicle remains in the state; and,
All motor vehicles, (off-highway vehicles excepted) must maintain owner/operator security (liability coverage) during the registration period.
Note: Motorists must carry proof of insurance and present it to any law enforcement officer upon request. A person may provide evidence of owners or operators security in an electronic format using a mobile electronic device.
Insurance Verification
The law requires motorists to carry proof of insurance and present it to any law enforcement officer upon request. In addition, for several years, Utah has compared its motor vehicle registration file with a database of insurance policies written to Utah residents. When the computer program discovers a Utah-registered vehicle does not have a corresponding insurance policy, a letter is sent to the vehicles registered owner, requiring the owner to provide proof of insurance.
Penalties For Failing To Insure A Vehicle
If the owner of a motor vehicle fails to provide satisfactory proof of insurance after receipt of the letter, that information will be provided to the DMV and state and local law enforcement.
If a person is convicted in a court or found through a Department of Public Safety (DPS) administrative hearing to have been operating a motor vehicle without insurance, the DMV may suspend the uninsured vehicles registration.
Failure to provide insurance or operators security is a Class B misdemeanor, for which the fine may not be less than $400 for a first offense; and $1,000 for a second and subsequent offense within three years of a previous conviction or bail forfeiture.
If a person is convicted for failure to insure a vehicle, the Utah Department of Public Safety (DPS) is required to suspend the persons driver license. DPS may not renew or issue a driver license to the person until the person gives the agency proof of owners or operators security and pays a reinstatement fee. Upon receipt of such proof, DPS also will notify DMV.
Reinstating Registration
To reinstate vehicle registration, the owner must:
Present evidence of ownership, such as the vehicles title or registration card;
Present picture identification;
Present one of the following as evidence of insurance coverage for the vehicle:
a current form SR-22 obtained from a Utah licensed insurance company or agent that shows proof of insurance coverage for the vehicle;
a current insurance policy;
a current insurance declaration; or
a current insurance card
Pay a $100 reinstatement fee.
Ongoing Supervision
The law requires DPS to maintain proof of the persons owners or operators security for a three-year period and the insurer must notify DPS if the policy is terminated. If a person who has been convicted under this law terminates his or her insurance, the person must surrender his or her driver license to DPS.
If a person who has canceled the certificate of insurance applies for a driver license within three years from the date that the state originally required proof of owners or operators security, DPS is required to obtain proof of owners or operators security before reissuing the driver license. DPS must maintain the proof of the security for the remainder of the three-year period.

Other Nonresidents Living and Working in Utah
Nonresident Students
A non-resident student may maintain an out-of-state registration in lieu of Utah registration if the non-resident student is:
currently registered full-time at a college, university or other accredited educational institution in Utah
the institution has granted the student non-resident status, i.e., the student is paying nonresident tuition
Non-resident Student Permits are issued to students by educational institutions for a fee. The DMV makes no direct issuancecontact your school or institution for more information.
Military Personnel
Nonresident Military Personnel Stationed in Utah
Active-duty military personnel whose legal residence is in another state are permitted to register their motor vehicles in their state of legal residence. However, non-resident military personnel who purchase a vehicle in Utah must pay the sales/use tax on the vehicle if they plan to operate the vehicle in Utah; sales tax is due even if they choose to register the vehicle in their home state.
Utah Resident Service Members Stationed Outside of Utah
Utah residents who are members of the U.S. Armed Services and are stationed out of state may obtain the following exemptions in order to maintain Utah registration of their vehicles:
Property Tax Exemption. To receive this exemption, the service member must provide his/her local county assessor the documentation required by that county assessor.
Emissions Inspection Exemption. Complete Section 2 of Form TC-810, Exemption Affidavit of Utah Safety and Emission Requirements for Vehicles Not in Utah If the vehicle is located in a state, city or county that requires emission inspections (as listed on the back of the exemption form), an emissions test must be obtained in that state, city or county and a copy of that test must be submitted to DMV to complete registration for Utah.
Safety Inspection Exemption. Complete Section 1 of TC-810, Exemption Affidavit of Utah Safety and Emissions Requirements for Vehicles Not in Utah If the vehicle is in a state that is listed on the back of the exemption form, a safety inspection from that state, dated no more than 2 months prior to registration, must be submitted to DMV to complete registration for Utah.
Other Nonresidents Living and Working in Utah
Utah law requires you to register your vehicle in Utah within 60 days if you:
have established a permanent home for yourself and your family in this state;
live in Utah, continuously or non-continuously, for a total of six months, regardless of having a permanent residence in another state;
engage in a trade, profession or occupation in Utah, or accept other than seasonal work in Utah, and you do not commute into the state;
declare yourself a resident of Utah to obtain privileges not ordinarily extended to nonresidents, including going to school, enrolling your children in local schools without paying nonresident tuition or fees; or purchasing resident hunting or fishing licenses;
obtain a Utah driver license.
The only exceptions in the law are for full-time nonresident studentsattending a Utah college or university, and for military personneltemporarily stationed in Utah.
In addition, company vehicles owned by any individual, partnership, limited liability company, firm, corporation, association or other entity must be registered in Utah if that business:
maintains a main office, branch office or warehouse facility in Utah and bases and operates a motor vehicle in this state, and,
operates a motor vehicle in intrastate transportation for other than seasonal work.
If a person moves to Utah from another state and establishes residence here, whether temporary or permanent, and is not able to provide the title of the vehicle being registered in Utah to the DMV because the title is held by a lien holder, the vehicle may be registered as a foreign vehicle without surrendering the out-of-state title.
A foreign vehicle registration may also be processed for a vehicle owner required to register their vehicle in more than one state, commonly called a dual registration.
Procedure
The owner of the foreign vehicle must surrender the vehicles current out-of-state registration. A copy of the out-of-state registration is acceptable, especially if the customer wishes to retain registration in both states (dual registration).
Normal plate/title requirements apply, including:
Property tax clearance from the county assessor;
Emissions test;
Safety inspection; an out-of-state safety inspection may be accepted, providing it is not more than two months old;
Vehicle Identification Number (VIN) inspection; a Utah safety inspection is an acceptable VIN inspection providing the VIN is written on the inspection accurately;
A non-resident may wish to retain dual registration for various reasons, such as non-resident is in Utah on a temporary work assignment, after which he will return to his home state. Procedures for this are the same as above, except, a copy of the vehicles current out-of-state registration may be surrendered instead of the original registration.

Obtain an emission test certificate of compliance within 10 days of return to county of residence;

Vehicle/Hull Identification Number (VIN/HIN) Inspections
Inspections of identification numbers are required for all vehicles or vessels to be titled in Utah for the first time, unless the vehicle is new (MSO) and was acquired from an in-state dealer or in-state manufacturer. Safety inspection certificates are acceptable means of verification for your cars, trucks, and motorcycles providing that the VIN number is accurate on the safety inspection certificate.
Trailers, boats, off-highway vehicles, and snowmobiles require separate VIN or HIN inspections, which can be completed by a Utah peace officer or DMV employee. This inspection will be completed at any DMV office at no extra charge.
